In dutch oven or soup pot over medium heat, brown ground beef. Remove ground beef & drain any fat.
Sauté onion until translucent in butter, 3-4 minutes.
Add chicken stock, ground beef, carrots, celery, potatoes, basil and parsley.
Bring to a boil. Reduce heat, cover and simmer until potatoes and carrots are tender (30-40 minutes).
Add cheese, milk, salt & pepper. Stir until cheese melts.
Serve with your choice of toppings (cheese, crackers,tortilla strips or french fries).
